Isabel Avenue/I-580 Interchange:
The Isabel/580 interchange will provide the permanent connection between I-580 and Isabel Avenue/State Route 84 to relieve congestion at the existing Airway/I-580 interchange and enhance traffic circulation within the business and commercial area north of 580. The Isabel/I-580 interchange will improve access to the residential developments, commercial businesses, Las Positas College, and future development north of I-580 by creating two additional crossings over I-580. As part of this project, the partial-access Portola interchange will be removed and replaced with a flyover extension of Portola Avenue that will connect to Isabel Avenue and Portola Avenue north of the freeway.
The project has been segmented into three construction contracts with two contracts being administered by the City and the third contract being administered by Caltrans. Construction work has started on all three contracts. Construction is anticipated to be completed by early 2013.
During construction the City will be providing construction updates through the City’s website and by articles in the citywide newsletter. Due to the construction work, traffic delays along Kitty Hawk Road and Airway Boulevard will be necessary to complete the connection of Isabel Avenue to I-580.
This project is funded with $68 million Proposition 1B transportation funds, approved by the voters in 2006, $26 million in Alameda County Measure B sales tax funds, $11 million in federal funds, $10 million Tri-Valley Transportation Council funds, and other local development contributions and City funds.
