The City of Livermore operates under the Council-Manager form of government. The City Council provides overall policy direction, with the City Manager responsible for implementing adopted City policies.

The City Manager’s Office is responsible for the operational activities of all City departments. It implements policies and procedures at all levels of City government to ensure the City Council’s community vision becomes reality.   The Assistant City Manager assists in project management and oversees administrative services including the Finance Department, Human Resources Department and the Information Technology Division.   In addition, the City Manager’s Office administers the City's website, Cable Television Franchise, provides staff assistance to the Tri-Valley Community Television (TV30) Board of Directors, and the Public Information program.
