The Planning Division is responsible for implementing City policies that direct the physical development of the City. Policy implementation and project analysis include establishing conformance to local goals for development, adopted growth management goals, open space and agricultural preservation, and identifying environmental consequences.

General Plan
The General Plan is the City of Livermore’s fundamental land use and development policy document, which shows how the City will grow and conserve its resources. The purpose of the General Plan is to guide development and conservation in the City through 2025.

Zoning Code
The Livermore Development Code is the document that guides current development in the City. The Development Code establishes the standards for various land uses including building heights, setbacks, allowable uses, conditional uses, parking, signage, etc, and the permits and approval processes.

South Livermore Valley Specific Plan (November 1997)
The South Livermore Valley Specific Plan (SLVSP) provides a comprehensive land use program for the 1,891-acre planning area in South Livermore. The SLVSP is intended to implement the General Plan and provide specific goals, policies, and development standards to guide future public and private actions relating to the area’s development, conservation of agricultural and natural resources, necessary infrastructure improvements, and an award winning implementation plan.

Downtown Specific Plan (February 2004)
The Downtown Specific Plan (DSP) is both an implementation and a policy document for the downtown area, approximately 272 acres located near the geographic center of the City of Livermore. The DSP includes the goals, objectives, land uses, infrastructure improvements, development standards and implementation measures to guide the growth and development of downtown.

Historical Resources Inventory (July 2004 )
The Historic Resources Inventory is an intensive historic resource survey of the Livermore Downtown Specific Plan area. Created in 2004, this document re-evaluates several priorities in the downtown area that were previously identified in the 1988 Historical Resources Inventory and identify additional historic resources. For each identified historical property, the inventory includes site information, description, and significance.

Parking Study (February 2006). This study evaluates how to provide an adequate amount of parking as redevelopment of the downtown district of Livermore occurs. Parking supply consists of both on-street spaces and off-street parking lots and structures within a quarter-mile mile radius of the Downtown Core area.

Design Standards and Guidelines (June 2004)
The Livermore Design Standards and Guidelines document provides design guidance for private and public projects undertaken in the City. The ultimate goal for this document is to promote the improved aesthetic and functional quality of the community as a whole. The document includes separate guidelines for each land use category and applies to all areas of the City except those areas that are within the boundaries of the Downtown Specific Plan and the South Livermore Valley Specific Plan.

Bikeways and Trails Master Plan (December 2001)
The Bikeways and Trails Plan provides a comprehensive and current set of policies, data, and programs for pedestrian, equestrian and bicycle facility improvement and development within the City.

Housing Implementation Program (revised 01/10)

The Housing Implementation Program (HIP) serves as the City’s growth management tool and provides a method to allocate housing units. The 2008-2010 HIP reserves allocations for the Downtown Specific Plan and Transferable Development Credit Program. All other residential projects consisting of five or more dwelling units shall submit a Letter of Intent to Apply. For complete details on the HIP, click on the link below.

The State of the City Report contains information on public infrastructure and services. The Reports serves as a basis for the City to establish the annual allocation of housing units and the policies for the Housing Implementation Program.
